Oskar Gottlieb Blarr (born May 6 1934 in Bartenstein, East Prussia) is a German composer, organist and church musician.

He studied composition with Bernd Alois Zimmermann , Milko Kelemen and others. From 1961 to 1999 he was a church musician of Neanderkirche in Dusseldorf . He also worked as a music teacher at the Catechetical Seminar in Dusseldorf and an honorary professor of instrumentation at the Robert-Schumann-Hochschule in Dusseldorf.
