Chisei is from Tokyo, Japan and owns a record store in Shibuya.

Toh Chisei has released albums under a few different aliases. Some of his aliases include: chimeric mosquito, SPIN FRUITS and Micro Wave Assessment Chisei.

Chisei started releasing music in 1998 under his record label, Resort Records. In 2003, Toh Chisei changed the name of his record label from Resort Records to Toh Chisei with the release of his album, Kirei na Sekai (under the Toh Chisei alias).

Toh Chisei is still releasing music under the Toh Chisei label.
